January 16, 2018

 

#1 Motion made by John Douglas seconded by Bob Durston that Doug Guy’s wages be increased to $16.50 per hour effective January 1, 2018 with thanks. Carried

 

#2 Motion made by Kristin Woodburke and seconded by Donna Newton that we purchase 5 copies of the book “The Last Week” for use in a book study during Lent. Carried

 

#3 Motion made by Donna Newton and seconded by Bob Durston that we accept the report for the Neepawa United Church Rental Fees for Church Facilities to take effect Feb. 1, 2018. Carried

 

February 20, 2018

 

#1 Motion made by Brian Bailey seconded by Kristin Woodburke. Whereas: Currently all marriage services held in the Neepawa United Church are at the discretion of the Board, the Board of the Neepawa United Church will sanction the use of the Neepawa United Church for a marriage service of any couple regardless of gender provided the couple fulfill the requirements and marriage preparations necessary for all couples. Carried.

 

#2 Motion made by Brian Elgert and seconded by Brian Bailey. That the Venturers/Rovers Scout Group be allowed to use the basement of the CEC to meet on Tuesdays from 6 to 8:30 pm. Carried

 

#3 Motion made by Brian Elgert and seconded by Pat Fedoruk. That we approve the purchase of an HDMI-VGA connector, USB to USB cable, an external CD ROM and an HDMI to HDMI cable. Carried

 

March 20, 2018

 

#1 Motion made by Pat Fedoruk for the Worship Committee, seconded by Brian Bailey. That the Board accept Dale Elgert and Declan Smith for Confirmation on May 6, 2018. Carried.

 

#2 Motion made by Brian Bailey and seconded by Brian Elgert. That we allow the Rotary Club “set up” time for the Rotary Book Sale at no additional charge. Carried.

 

April 25, 2018

 

#1 Motion made by Pat Fedoruk for the Worship Committee, seconded by Susan Phillips. That the Board accept a transfer of membership request from Leona Kucher. Carried.

 

#2 Motion made by Pat Fedoruk for the Worship Committee and seconded by Brian Elgert. That in honour of Mother’s Day and Father’s Day, a $100 donation be made to Rock Lake Camp for Mother’s Day and a $100 donation to the same for Father’s Day. Carried.

 

#3 Motion made by Bob Durston and seconded by Jane Goudie. That Neepawa United Church join with the Anglican Church for the month of July at 11 am, with July 1st being the Ministerial Service held elsewhere. Carried.

 

#4 Motion made by Pat Fedoruk and seconded by Linda Hart. That services be held at the Neepawa United Church in August at 11 am. Carried.

 

#5 Motion made by Bob Durston and seconded by Brian Elgert. Whereas the Board of the Neepawa United Church has received a request from Rita Friesen to conduct funerals in the Neepawa United Church and whereas the current church policy does not permit other ministers or lay persons to officiate at funerals when the Larger Parish has a full time minister and whereas our current Minister is leaving June 30, 2018.

 

Therefore be it resolved that Rita Friesen be permitted to preside at funerals in the Neepawa United Church beginning June 1, 2018 until another full time minister is engaged. At that time this motion would be revisited to find a mutually agreeable position with the new fulltime minister.

May 15, 2018

 

#1 Motion made by Bob Durston and seconded by Jane Goudie. That the Neepawa United Church Board in response to a letter from St. James Anglican Church hereby appoint Brian Elgert and Brian Bailey to meet with Nancy Hunter and Anita Ong to explore the possibilities of joint services. Carried.

 

#2 Motion made by Pat Fedoruk for the Worship Committee, seconded by Jane Goudie. That the Sunday November 11, 2018 service be cancelled at the Neepawa United Church, and the congregation be invited to attend the Legion Remembrance Day service at the Yellowhead Center. Carried.

 

#3 Motion made by Jane Goudie and seconded by Ruth Hanke. That Brian Elgert will write to the chairpersons at Minnedosa, Gladstone and Carberry United Churches offering to discuss at a later date the idea of 3 congregations sharing a minister along with Neepawa. Carried.

 

#4 Motion made by Bob Durston and seconded by Brian Elgert. That the Neepawa United Church Board recommends that Rita Friesen be authorized to become a Sacraments Elder. Carried.

 

#5 Motion made by Bob Durston and seconded by Brian Bailey. That the Neepawa United Church Board agrees to pay the Larger Parish $7,000 a month for July, August and September. For October, November and December no payments will be made to prevent a large surplus accumulating. If a deficit results at Dec. 31, 2018 then Neepawa would contribute according to current percentages to meet the deficit. Carried.

 

June 19, 2018

 

#1 Motion made by John Douglas and seconded by Judy Elgert. That the Salvation Army be granted permission to use the CEC at no charge on June 26 for the “Stretch your Food Budget” program. Carried.

 

#2 Motion made by Brian Elgert seconded by John Douglas. That the Neepawa United Church investigate the process of obtaining a Liquor Permit in the CEC and report back to the Board. Carried.

 

#3 Motion made by Pat Fedoruk and seconded by Brian Elgert. That the Neepawa United Church Board accept the revision of the “Wedding Policy and Information for Couples”, as circulated. Carried.

 

Sept. 2018

 

#1 Motion made by Susan Phillips and seconded by Brian Elgert. That the burial record for Shawna Leah Wray be entered into the Neepawa United Church’s burial record book as per Joe Ball’s request. The graveside service was Aug. 31, 2018. Carried.

 

#2 Motion made by Bob Durston and seconded by Jane Goudie. That the Neepawa United Church Board ratify the United Church policy of registering burial certificates of United Church members and adherents in the records of the Neepawa United Church with notification in the records as to the type of service and person conducting the service. Carried.

 

#3 Motion made by Bob Durston and seconded by Brian Bailey. That the request from Stephen Palmer for use of sanctuary for a concert be denied. Carried.

 

#4 Motion made by John Douglas and seconded by Bob Durston. That Bob Hockin be hired to replace the air conditioning unit for the Meeting Room in the spring for $2,932 plus inflation. Carried.

 

#5 Motion made by John Douglas and seconded by Bob Durston. That Larry Henton be hired for $600 to repoint the chimney in the CEC. Carried.

 

#6 Motion made by Judy Elgert and seconded by Brian Elgert. That the Guides, Pathfinders and Rangers be given permission to use the CEC facility as in the past from Sept. 2018 to May 2019. Carried.

 

#7 Motion made by Lynda Lowry and seconded by Heather Cummings. That three children be accepted for baptism in September: Bryk Jordon Henton, son of Shayne and Janelle Henton; Isla Katherine Poncsak, daughter of Matthew and Heather Ponscak; Kardy Colin Smith, son of Jeff and Kelli Smith, and that their names be recorded in the Baptism registry. Carried.

 

#8 Motion made by Susan Phillips and seconded by Lynda Lowry. That we approve the rental request by the Salvation army for a seven week after school food program to be run on Tuesday afternoon at the posted rental rates. Carried.

 

#9 Motion made by John Douglas and seconded by Bob Durston. That while the Neepawa United Church is searching for a minister, the policy for funerals will be that the Neepawa United Church charge the going rates for pulpit supply plus travel costs. Carried.

 

#10 Motion made by Susan Phillips and seconded by Brian Elgert. That we approve the rental request of the Strathclair Theatre Chorus at $375 for use of the sanctuary, meeting room, choir room and CEC basement for a concert in January 2019. Sound technician would be an additional charge. Carried.

 

#11 Motion made by Lynda Lowry and seconded by Susan Phillips. That the Christmas Eve Service be held at 7:00 pm and that Rita Friesen will be asked to provide pulpit supply. Carried.

 

October 2018

 

#1 Motion made by Susan Phillips and seconded by Jane Goudie. That we approve the Neepawa Natives request to rent the CEC hall with full use of the kitchen at the posted rates. Carried.

 

#2 Motion made by Pat Fedoruk and seconded by Jane Goudie. That Rita Friesen preside for the Blue Christmas service on Wed. Dec. 19, 2018. Carried.

 

#3 Motion made by Pat Fedoruk and seconded by Judy Elgert. That Rita Friesen be given permission to conduct Communion Services at Country Meadows and during in-home visits. Carried.

 

#4 Motion made by Pat Fedoruk and seconded by Ella Jarvis. That the Board purchase a travelling communion kit for in-home and Country Meadows use. Carried.

 

November 2018

 

#1 Motion made by John Douglas and seconded by Brian Bailey. That the proposed Larger Parish Budget reduce income proportionally to balance the Budget. Carried.

 

#2 Motion made by Brian Bailey and seconded by Susan Phillips. That we donate $500 to NACTV.

Carried.

 

#3 Motion made by Bob Durston and seconded by Lynda Lowry. That the second minister’s office be left unlocked to allow members to come in and borrow resources or return resources and use for small meetings. Carried.

 

December 2018

 

#1 Motion made by Bob Durston and seconded by Brian Bailey. That the policy of the Neepawa United Church is not to lend or rent out tables and chairs. Carried.

 

#2 Motion made by Jane Goudie and seconded by Susan Phillips. That we give the Neepawa Ministerial Committee permission to use the sanctuary and the meeting room for food preparation for a Sunday evening service in March. Carried.

 

#3 Motion made by Brian Elgert and seconded by Jane Goudie. That the Board top up the M&S amount to $15,000 at the end of the 2018 year if needed. Carried.

 

#4 Motion made by Bob Durston and seconded by Brian Bailey. That the Board increase the brunch meal cost from $8 to $10 for adults and other prices remain the same effective Jan. 1, 2019. Carried.

 

#5 Motion made by Jane Goudie and seconded by Brian Bailey. That Wilbur Loewen’s quote of $1501.50 for extending the sound booth (approximately 20 inches) be accepted and work to start right away. Carried.
