MEETING OF THE BOARD

Neepawa United Church

February 20, 2018

 

Present: Bert Lowry(by Skype), Kristin Woodburke, Linda Hart, Bob Durston, Brian Bailey, Ella Jarvis, Judy Elgert, Pat Fedoruk, Brian Elgert, Michelle Babcock

 

Declan Smith and Dale Elgert attended the meeting to the end of Committee Reports as part of their Confirmation training.

 

1. Call to order – Bert called the meeting to order at 7:00pm

2. Opening Meditation: Kristin distributed a handout entitled “Holy Manners, Our Commitment to the Creation of Safe Space”. We looked at guidelines about how our behaviour, our words and our attitudes can be used to relate to one another positively.

3. Adoption of the Agenda – Bob moved adoption of the agenda, 2nd by Brian Elgert. Carried

4. Adoption of the Minutes – Bob moved adoption of the Jan. 16, 2018 minutes, 2nd by Brian Bailey.

Carried

Business Arising:

- Bert ordered the meat for the Spring Supper from the Shop Easy.

- Bert thanked Brian Elgert for chairing the AGM.

- There have been no volunteers for the position of Vice President.

5. Correspondence

- A request from the Scouts to use the church for meetings.

6. Committee Reports:

A) Pastoral Care – Michelle reported that she had sent 4 sympathy cards and 2 Get Well/Best Wishes cards in Jan. She mentioned that obtaining the names and addresses of next of kin for an anniversary of death card is sometimes difficult.

B) Mission & Service – Susan sent word that there was nothing to report.

C) Ministry & Personnel – Brian Bailey indicated that there was no official report.

There was a suggestion that we need a Sexual Harassment Policy for our Church, as well as Criminal Record checks and Child Abuse Registry checks for anyone dealing with children at the Church. Brian will talk to the M&P Committee at the April 10 meeting about looking after getting these checks done and developing a Sexual Harassment Policy. This Policy could be included in the Manual of Policies and Procedures being developed.

D) Treasurer – Bob distributed the Income/Expense Statement to the end of Jan. 2018. There was a $4,300 deficit at the end of Jan. 2018 compared to a $1,765 surplus at the end of Jan 2017. This was due to less donations and higher Hydro costs.

Income $8,805.85

Expenses $13,109.92

Deficit $ 4,304.07

Moved by Bob, 2nd by Judy. That the Treasurer’s Report be adopted. Carried

- Bob had volunteered to review the 1990 Constitution and revise. He recommended that we call it the Manual of Policies and Procedures. He has e-mailed a copy to Board Members and asks that each Committee reply to him with any changes that need to be made for their duties. Bob hopes to have the changes made and e-mail the Manual to the Board before the next Board Meeting.

E) Property- no report

F) UCW – Ella reported that there will be a World Day of Prayer Service at the Neepawa United Church at 2 pm on March 2. All ladies are welcome.

 

6G) Ministerial

- Kristin reported that in the past month she was on a week study leave, where she did preparation for Lent and organized a book study on “The Last Week” which runs for 6 weeks during Lent.

- Kristin started Confirmation classes with 2 students, with Confirmation being planned for May 6.

- The Ministerial Association has organized Lenten noon hour service and lunch at different churches.

H) Trustees – nil

I) Worship Committee –Pat reported that the Committee had met on Feb. 13. Preparations for Lent were handled. Ash Wednesday service was Sunday Feb. 18 with communion by intinction. A new banner crafted by Susan Phillips and Heather Cummings was blessed. Pat will send a thank you card to these ladies for their work.

- The remaining Sundays in Lent will focus on Holy Week with communion on March 25 and Easter celebrations on April 1.

- Neepawa United Church will be hosting Holy Week music from Mon. March 26 to Thurs. March 29. Good Friday service will be at the Baptist Church, as coordinated through the Ministerial Association.

- Kristin is leading a study on the book “The Last Week” on Wednesdays at 3 pm starting on Feb. 21.

- Confirmation classes are being attended by 2 young people.

- The Committee is reviewing the “Wedding Policy & Information for Couples” handout. She gave copies of the current handout to the Board. If any Board Member has a suggestion on changes needed, please let the Committee know,

- The next Worship Committee meeting is on March 13 at 5:15 pm.

J) Stewardship

- Kristin received the starter pack for this year’s stewardship program.

K) Presbytery

-Susan sent a report. Susan and Kristin attended a Presbytery Meeting on Feb. 10th. A representative from

Conference explained changes that have been made to the Sexual Harassment Policy and the new Workplace Harassment Policy. Susan is an alternate for a delegate to the General Council meeting in Ottawa this summer. There was some discussion about what happens after presbyteries are dissolved. The next meeting is in April.

- Reminder that the 92nd Annual Meeting for the Conference of Manitoba and Northwestern Ontario is May 24 to 27, 2018 at the University of Manitoba. This will be the final full gathering of our Conference. Congregations within driving distance are invited to join the worship in person. The music is always wonderful and there will be two ordinations. Susan recommends that we attend, if possible. Contact Kristin or Susan if you have any questions.

L) Special Reports – Brian reported that the Hims are continuing to practice.

M) Acceptance of all reports was moved by Brian Bailey, 2nd by Michelle. Carried

 

7. Old Business:

A) Notice of Motion, Same Sex Marriages

A motion was made and passed to allow use of the Neepawa United Church for a marriage service of any couple regardless of gender provided the couple fulfill the requirements and marriage preparations necessary for all couples.

 

8. New Business

A) Scouts/Venturers space request

The Neepawa Venturer/Rover Scout group requested the use of the Church for a meeting place on Tuesdays from 6 to 8:30 pm. A motion was made and passed to allow the Scouts to use the CEC basement for a meeting place.

B) External CD ROM & HDMI-VGA connector and accessories for the church laptop

Kristin outlined the need for the accessories. A motion was made and passed to purchase these items. Kristin will try to purchase in town first and then Brandon or on-line.

8C) Video Camera

Brian Bailey indicated that the video camera has not been working for a few weeks. He will ask Ivan Traill to check the camera.

9. Ella Jarvis shared a moment of levity.

Motions:

 

#1 Motion made by Brian Bailey seconded by Kristin Woodburke. Whereas: Currently all marriage services held in the Neepawa United Church are at the discretion of the Board, the Board of the Neepawa United Church will sanction the use of the Neepawa United Church for a marriage service of any couple regardless of gender provided the couple fulfill the requirements and marriage preparations necessary for all couples.

Carried.

 

#2 Motion made by Brian Elgert and seconded by Brian Bailey. That the Venturers/Rovers Scout Group be allowed to use the basement of the CEC to meet on Tuesdays from 6 to 8:30 pm. Carried

 

#3 Motion made by Brian Elgert and seconded by Pat Fedoruk. That we approve the purchase of an HDMI-VGA connector, USB to USB cable, an external CD ROM and an HDMI to HDMI cable. Carried
